Vice President/Chief Technology Officer
Tim Barr has worked in the reassessment/assessment industry since 1983, and has been responsible for the research and development of EST’s software solutions for local government and the systems integration and land records workflow design in over 30 counties. He graduated from Messiah College with a degree in Computer/Business
Information Systems, which deals with the application of technology to meet practical business needs. He is a Certified Pennsylvania Evaluator (CPE), with experience developing and teaching courses to Pennsylvania assessors.
Working with local government for over 30 years, Tim is proficient in his knowledge of governmental operations, project management, marketing, public speaking, problem resolution, appraisal methodology, and related assessment programs such as Clean and Green and Homestead/Farmstead Exclusion.
He has been the chief software architect of the EST Tax Administration, CAMA, Valuation, Billing, and Current Collections products, and the Internet browser-based CourthouseOnline system. As Chief Technology Officer, Tim oversees EST’s IT department that develops and deploys the land records software, provides assessment office and land records consulting, and provides technology and data processing support to EST’s numerous projects and customers. The IT Department also administers the hardware, software, and Wide-Area Network for EST.
