EST recommends values consistent with the standards, principles, and methodology for mass appraisal (Standard 6), as established by Uniform Standards of Professional Appraisal Practice (USPAP) and the IAAO.

EST’s principals have been Pennsylvania’s leaders in providing countywide reassessments. Turnkey service, covering all phases of the reassessment process, is the simplest approach for many counties, or we will team with the county in a cooperative reassessment.


In a cooperative reassessment, the county benefits from our expertise, while selected segments of the scope of work are performed by county staff. We can design a program of customized services to complement a county’s resources and qualifications. In either case, our commitment to long-term assessment and technology support remains the same.
